NSW Home Energy Saver 2026 Guide for Home Solar System Buyers

A home solar system can help you reduce electricity bills, but the upfront cost remains a major barrier for many families.
However, in June 2026, the NSW government announced the launch of the Home Energy Saver program, under which eligible households can receive zero-interest loans of up to $15,000 and upfront discounts of up to $4,000 for eligible lower-income households. [1]
The program supports upgrades such as rooftop solar panels, residential batteries, and related upgrades. Clean energy is more accessible for more homeowners.

What is the NSW Home Energy Saver Program?
The NSW Home Energy Saver is a $557 million government program created to reduce the upfront cost of household energy upgrades. It includes a $480 million loan commitment and $77 million for targeted household discounts. The loan component is expected to support more than 32,000 NSW households. [2]
For households researching energy-saving options, the main benefit is that a qualifying buyer can spread the cost of a solar system for home use over a term of up to 10 years.
1. What Financial Support is Available?

Loans can be repaid over a period of up to ten years, while the discount is deducted from the eligible project cost.
Unlike some NSW energy rebates that apply to only one appliance, Home Energy Saver covers several upgrade categories. These include a rooftop solar system, residential battery, switchboard upgrade, heat pump water heater, reverse-cycle air conditioner, and other approved measures.
2. What is the Purpose of the Program?
The program is intended to:
Help households lower their energy bills
Ease cost-of-living pressure
Make energy-saving upgrades available to more households
Reduce greenhouse gas emissions
Improve electricity-grid reliability
Who is Eligible for a Home Energy Saver Solar Loan or Discount?
The rules for interest-free solar loans have been published. Full discount guidelines will be released when discount applications open.
1. Home Energy Saver Loan
To qualify for a loan, an applicant must:
Own the property as an owner-occupier or landlord, and the property is located in NSW;
Be an Australian citizen or permanent resident;
Have a combined taxable household income of no more than $210,000;
Purchase an eligible upgrade that meets the technical requirements;
Pass the finance provider’s lending and serviceability assessment.
Meeting the income limit does not guarantee approval. The finance provider will assess whether the household can afford the repayments. Applicants will need to submit proof of income, property ownership and other financial information.
A household may be excluded when:
The property has already received the full $15,000 of upgrades through a Home Energy Saver loan;
The property is social or community housing; or used for short-stay rental accommodation.
2. Home Energy Saver Discount
The discount targets lower-income households. The applicant must be the property owner or a tenant named on the lease and must meet at least one of these conditions:
Combined annual household income of up to $80,000;
An eligible household member holds a low income health care card, health care card, pensioner concession card or veteran gold card.
A homeowner whose household has already received a Home Energy Saver discount cannot claim another one. A renter may receive another discount after moving to a different property with a different landlord.
Which Home Energy Upgrades are Eligible?
NSW Home Energy Saver supports several energy-saving improvements. For people interested in solar, the most relevant upgrades include rooftop solar systems, residential batteries, and electrical improvements.
1. Rooftop Solar System
A rooftop solar system is one of the main upgrades supported by the program. The approved quote may include panels, an inverter, mounting equipment, system design, wiring and installation.
A home solar system is generally most suitable for a property with adequate roof space, manageable shading and sufficient electricity consumption.
2. Residential Battery
If your home has installed a solar panel system, you can apply for a loan to purchase batteries. An eligible battery must:
Have more than 5 kWh of usable capacity;
Be internet-connectable;
Support control by a demand-response aggregator for possible virtual power plant participation;
Have a warranty of at least ten years;
Guarantee at least 70% usable-capacity retention after ten years.
Battery storage is useful for households that export solar electricity during the day and buy electricity from the grid during the evening.
However, a larger system is not always better. How to determine the residential battery capacity? Check your household's electricity bills from the past 12 months. Your battery capacity should exceed the peak usage with some buffer. How to Apply for Home Energy Saver Solar Financing?
The order of application is important, particularly for households that may qualify for both a discount and a loan.
Check eligibility: Confirm the property, ownership, residency and income requirements. Households seeking both types of support should consider waiting for the discount to open.
Choose the upgrade: Use the government Energy Savings Calculator to determine the best upgrade solution.
Choose a finance provider: Select Brighte or Plenti and review the provider’s application requirements, repayment terms and approved suppliers.
Obtain itemised quotes: Compare exact product models, system capacity, battery usable capacity, backup functions, warranties, etc.
Submit the loan application: The finance provider will assess income, ownership, eligibility and repayment capacity.
Complete the installation: The supplier arranges the work and explains how to use and maintain the system.
Begin repayments: After the buyer confirms that the installation is complete and operating, the finance provider pays the supplier and starts collecting repayments.
Can You Combine the Home Energy Saver Program with Other Solar Incentives?

Small-scale Renewable Energy Scheme
Home Energy Saver discount
Eligible batteries may also receive support through the Australian Government’s Cheaper Home Batteries Program. The program is delivered through the Small-scale Renewable Energy Scheme and provides an approximate 30% upfront discount on eligible small-scale batteries. The actual value depends on battery capacity and the certificate calculation at the installation date.
